I agree with Kevin's suggestion. The park has a single, narrow entrance at the corner of Chapel and Winthrop. A second entrance would make the park more accessible and make people more likely to use it. Perhaps this is just the opportunity. Maybe creating another entrance would even cost less than repairing the railing.
