Tagging on trash containers in front of residence. Residence is also in violation of NPO regarding the pulling back of trash bins on non service days. We all forget or are busy from time to time to pull back our trash containers. However, when residents leave the containers out for days or even weeks on end and then they for example blow over, are tagged or otherwise vandalized, this contributes significant blight to the neighborhood in which the irresponsible tenants are located. Since there is an ordinance directing residents to pull back there containers, enforce it! or get rid of it but don't let something that may seem so small to some turn into a neighbor dispute that could turn ugly. It is the governments job to enforce the ordinance they draft. Don't leave it up to ordinary citizens to try and enforce something they themselves cannot.
