There are a number of what appear to be empty drug baggies littering the corner of Elm and Park.

These are all over the city. Everywhere. We have even found heroin needles on Moreland in Beaver Hill, along with gang tagging in the roads. It all goes hand in hand - street gangs, drugs, prostitution (oh, did I forget to mention that we're also always finding used condoms??).
