House never occupied since 1996! Siding completely rotted, no paint on the house, broken windows, roof damaged, overgrown yard, and full of rats that come out every night and head for the sea wall. The owner should be fined until they repair it. What a disaster.

问 Is the problem blight (trash, etc) outside, or is it a problem with the building (illegal use, housing code violation, etc)?
