Description

Owner does this to his dog all the time, he/she leaves the door open & dog roams streets without him. Owner lives 140 Franklin st upstairs on the right side. It's has happened many times before yet they still neglect their dog... It's a small white dog moving. Seen on Henry st & then crossed Union st & who know where else. Dog has a collar, he has a white medium coat & is small. Dog is scared, u can't get him to close cause it's scared.
Please Help save doggy.
