tenants and visitors at 2125 Parkwood are constantly littering the street and Lawns with garbage. After a complaint to the city, someone came up with the bright idea of chaining a garbage can to a light pole. This does not remedy the situation, is unsightly, and is not being used. The garbage can should be removed.
