I just received a personal phone call from Norma Rodriguez-Reyes (203-376-0864), 6th ward alderman candidate, detailing how she plans to tackle this problem. First, she will call the landlord over on Whalley Ave., MosheLLC [see my previous posts] to let them know what the problem is. Secondly, she will contact Karen Dubois-Walton, executive director of Housing Authority of New Haven, to find out why this tenant’s Section 8 voucher wasn’t revoked previously—i.e. when they were relocated here from Rosette St. where they had been evicted due to drug dealing. Thirdly, she said she will PERSONALLY go over to 299 Greenwich and speak to the tenants!
So now I’m waiting to hear about Dolores Colon’s plan of action. Dolores?
BTW, the phone number of Karen Dubois-Walton (Executive Director of Housing Authority of New Haven, which oversees the Section 8 voucher program) is 203-498-8800 extension 1002. (Her administrative assistant, who answers Karen's phone, is Robin Miller-Godwin.) Karen Dubois-Walton also happens to be the treasurer of Mayor DeStefano's re-election committee:

“The situation at 299 [Greenwich Ave.] cannot be ‘expedited’. The city CAN do all it can by following the procedures in place to disqualify Section 8 tenants from the Housing Authority of New Haven (HANH) programs. In this case, the Legal and Section 8 departments of HANH must carefully examine the arrest records for 299 Greenwich Ave that the New Haven Police Department have and then make a justified, legal determination on the merits of the case. If the evidence shows the renters of 299 are breaking the law they will lose their Section 8 voucher and no longer have the rent subsidy to remain in their home.
The legal steps must be followed because the city cannot afford litigation on this or any matter. The investigation to remove the family at the root of the problem at 299 also has to be looked into by the Department of Children and Family Services because there are children in the household. I close by repeating, the situation cannot be expedited. All is being done that can be done [by] LCI, HANH, New Haven Police Department, and good neighbors like you who bring these matters to the attention of the appropriate officials.

Out of fairness to the other candidate for Ward 6, Norma Rodriguez-Reyes, I should mention that she personally called me and told me that she stopped by 299 Greenwich Av.--despite the fact that a gun had been seized at that property during the 1st drug arrest--and she spoke directly with the tenant. The tenant initially denied that there ever had been any drug arrest at that address. Norma told her it's been in the news 3 times and that she risks losing her Section 8 voucher. (Norma also told me that, given her background and degree in social work, it's always her preference to first try to work with people, find out what are the personal issues behind the drug dealing, and see if these problems can be worked out--then push vigorously for revoking the section 8 voucher if the tenant refuses to deal with the problem and cease the illegal, self-destructive--and neighborhood-destructive--behavior.)
Until now, when has Dolores Colon been vocal about anything. She states that the City has taken care of the problem, not that she has been working with the City in its effor to keep this area safe!!
I have to agree with Thommye. Dolores Colon has not been instrumental in solving the problem at 299 Greenwich AT ALL. She just got involved in this situation when she was publicly called out on SeeClickFix about a week ago. I very rarely even see her at the monthly Management Team meetings unless there is some halfway house she is trying to push into this area.

If simply talking to individuals with troubling habits always solved problems, the world would be a much better place. And if this house is as bad as you say, then a doubt a stranger going to the house to talk to them about their behavior would change anything.
There are a lot more serious problems in this city than one house so I agree that the city was not going to "expedite" action on a single house in one of the better areas of the city when there are other neighborhoods where almost every house is a problem.
And, I am not sure why you are suddently content with the fact that Norma went and "talked" to the tenants to warn them that their Section 8 voucher may be revoked. Wasn't your intention in continuously posting issues related to the house to have these individuals removed to improve the quality of your neighborhood? Do you really think they are going to change?

I never stated that I am content that Norma talked to the tenants. If you see my previous posts, I simply invited both Ward 6 candidates to comment how they would deal with this house and/or how they would expedite revocation of the tenant's Section 8 voucher. (Ideally, I should have posed the question exactly the same for both candidates, but my intention was to get some response from both of them. There was no debate scheduled between these candidates, so at least the candidates' responses here gives voters some additional information to take with them when they vote this Tuesday.)

The crimes taking place here (at least some of them...) already have been solved: see the arrest records & previous posts. THAT is the job of the police--with assistance from neighbors who report thier observations. However, an Alder CAN put pressure on the Housing Authority and the landlord to evict the tenant. Voters should expect this type of civic engagement from elected officials.
An alderperson isn't expected to "solve" crimes, but is expected to be in touch with her constituents to let them know that she's aware of the problems and is in touch with authorities on their behalf. She would also be expected to work with her constituents, like attending monthly community management meetings to get an idea of what the issues are in her ward and also to inform the community of what she has done and is doing on their behalf. IS THAT TOO MUCH TO ASK?!!!

We have the same problems in the downtown area of Crown and Orange. After the bars let out it is anarchy in the streets every weekend. I bought a sleep machine and turn the AC on to drown out the noise. Apparently the police are unable to handle the ruckus in the streets since it's an ongoing issue. I used to watch the police try to get the people to disburse without any effect. Maybe the NHPD needs to get the paddy wagons out and arrest people violating noise ordinances. Also another issue is some of these people are obviously intoxicated and the police can see them getting in their vehicles driving off. This needs to STOP before someone is hurt or killed! If someone appears drunk - breathilize them. Come on NHPD take back the streets - Your rights need to end where others begin!

(Unfortunately, this is NOT a guarantee that they’ll be moving: if they continue to pay rent with their OWN money the landlord can continue to keep them there—in which case, our next step is to go after the landlord.)
SO HOW WAS THIS ACCOMPLISHED? Because YOU, dear neighbors, were willing to keep the police updated about the illegal activity taking place at 299 so that a HISTORY of police reports and arrests could be accumulated. IF THERE’S NO OFFICIAL RECORD OF COMPLAINTS, ETC. THEN POLICE & HOUSING CAN DO NOTHING. I especially want to thank “Tammy” (whoever you really are) who first reported this problem on SeeClickFix, as well as the NUMEROUS neighbors who anonymously kept police informed.
