The included picture shows the garbage can on the sidewalk. Please clarify your complaint.

I moved this recycling bin to the sidewalk so that I could park. This bin plus a larger piece of lumber was placed at an angle on the street to save a parking space.

Then there is nothing we can do at this time. In the event this is done again, please leave where you found it. The DPW could then issue a ticket for putting out garbage too early.
