There are a large amount of children in the area. Cars do not follow the speed limit. There is not much police activity in the area. Set up radar and stop the speeding before one of the children are hurt.
3rd Ave has no STOP signs to slow people down, was freshly paved two years ago, and kids these days drive like freakin maniacs. I have observed cars driving down the street at 40-60 mph. Also many trucks bringing junk to the scrap yard use 3rd Ave and some of them fall aprt on the way down. Last year a junk car broke loose and hit a tree. There are children on the street, several pets, houses being renovated etc. After all, the speed limit in the city is 30 mph!! A stop sign is needed at the intersection of 3rd & Hill and 3rd & Elm to at least try to slow people down. Why doesn't Kingston have some traffic cameras to make up for a shortage of officers? If people know that they might get a ticket they might slow down. If that doesn't work we might just start throwing _____ at the speeder's cars- that might slow them down.
Traffic cameras won't solve the problem. Cameras in general are a complete waste of money and time. Has anyone every thought about speed bumps? They are used in numerous other cities a crossed the nation. I've had the opportunity of living in a city with such "obstacles". It definitely helped me learn better driving habits.
Have you contacted KPD? Given them specific times? That might be a good place to start. As far as STOP signs to slow traffic, that's not legal in this state. STOP signs are not to be used as speed control devices. Traffic cameras, as another post states, are a complete waste. Let's not even start that nightmare in this area! Speed bumps might work in other climates, they'd sure be dangerous during the winter here.
