The traffic light literally takes about 5-10 seconds to go through the full traffic phase from red back to red again. Mind you this is only for the Winthrop Ave traffic. So if multiple cars driving down Winthrop are stopped at this light and it turns green, there's only time for one car to pass before it turns red. This type of timing encourages red light running. Can you please make the traffic phase slower for this traffic light? There's also a sister light at Winthrop and Chapel that has the same problem. That one too.
