Code Enforcement 238-3381. State Law and local ordinances hold the owner of the fronting property responsible for sidewalk maintenance and repair ( Section 5610 of the Calif State Streets and Highway Code and 12.04 of the Oakland Municipal Code). I am sure there are ADA code violations as well.

I reported this too. When on walks I frequently find myself navigating through with a stroller and other elderly having to be extremely careful due to the overhang here. Surely that fence cost a lot more dollars than a simple trim and cleanup to this part of the yard. Makes our neighborhood look cleaner too.
I concur with the ADA compliance too...probably does violate some sort of code.
