The City of Oakland Call Center has received this issue. It is registered as service request #703215. Please check back for status updates, or contact us directly at 510-615-5566.

The way Oakland now works it is on the citizens to do all the leg work. As with SCF and PWD its on the public to report problems. To get the sidewalk fixed by the property owner its now up to you file a complaint with code enforcement 238-3381 and there is a good chance they will refer you back to PWD. So good luck with herding the snails.
