Wow... this has been open for almost six years. It won't ever be closed by the City of Toronto as it's in Community, and actually not even their responsibility anymore; they've subcontracted these fixed bins and all other "street furniture" to Astral Media (the City is still responsible for emptying them of course.)
You can contact Astral Media at 1-866-827-8725 or quality@astral.com to report damage to these bins. I'll close this off now.
