Public Works, try the Public Space Inspector, she will tell you she didn't see the accident so she can't be sure how it got there and won't clean it up.

Just an FYI A quick check with the District Manager for the PD will yield the case number/report and responding tow company who should be sent back to finish the job. This would only be an email or 2.
I am sure the Tow Company will be billing the City for the clean-up anyway.

Why should the taxpayers double foot the bill because no one wants to take 5 minutes to find and hold the proper towing company responsible ? It can only lead to avoiding this in the future or getting rid of the bad contracts.
