Manhole cover on corner is half off. ( SW corner of Montrose and Marine). A fire hose runs from the fire hydrant to the man hole. Water is leaking from the hose and is running into the street4 and will freeze. Has been this way for 3 weeks. Hose needs to be removed and manhole cover replaced over hold. No city department seems to know who is responsible.
