That ditch is *right along the edge of the Hsv City Limits*! Not sure it's their jurisdiction to fix!

The ditch and opening to the pipe is inside Huntsville city limits, but the other end of the pipe does terminate at the head of a ditch on the county side. I think then, it would behoove the city to request the county to fix a problem with the pipe that is blocked and backing water up in an area within the city limits. The problem still hasn't been fixed as revealed by the rains on April 29-30 where the water is obviously standing and no indication of rapid flow through the pipe is evident. (see attached photo taken on April 30)

Huntsville City didn't acknowledge this one when I submitted it last December. More recently I submitted another one on the same issue which was acknowledged by Huntsville, but soon closed by them saying it had been handled, but without a statement as to how it was handled. Subsequent to that recent rains revealed the problem had not been fixed (see my previous comment). The attached picture was taken about 30 minutes after the one in my previous comment showing that the water is slowly draining and that the mouth of the pipe is not obstructed. Therefore I want to leave this open.

As far as I can tell, the problem hasn't been fixed, but the next moderate rain will tell. The county may have to be involved.

I haven't seen the water back up as before and this is an old issue, so I'm closing it. If the problem reoccurs, I'll open an new issue.
