I tried to indicate that the unkempt nature of this stretch encourages people to dump all sorts of trash, including a 5 gallon container half full of yellow liquid? Plus there is someone dumping large bags of household debris on the street opposite from the overgrown area. It's an attractive nusiance.

Plus there is no actual sidewalk and this area has a significant number of pedestrians.
