Dead tree with burls by drive. Appears to be hollow and frequently losing limbs into the street. I worry this could cause injury or damage to vehicles. Please advise

The tree is showing its age but does not require removal at this time.
Please monitor how it looks this spring and write back if it doesn't look healthy.
