I'm always uncomfortable when people suggest that charging fines are a good source of income for the city.
If the government starts seeing this a way to raise money the effect is that they start enforcing the rules in poor neighborhoods (where folks don't complain) and ignore them in rich neighborhoods. So this becomes another tax on the poor.
That being said the city does need to fix their parking rules so they can work in our neighborhoods with small/shared driveways and start to enforce them across the city.
