Probably another rental property where the "resident" has no respect for the home or their neighbors. The rope is definitely a safety issue as it is on the city property near the curb. I'd like to see more people being ticketed for leaving trash cans out for days after the regularly scheduled pick up has occurred! Not only is it an eyesore but it is a violation of a city ordinance. I hope to see this issue resolved soon. I feel your pain when it comes to living near the neighborhood "white trash circus".
