Description
There are two live electrical utility lines in the city right of way easement next to Libby Hill Park that runs behind 2705 - 2709 E Franklin St that are within easy reach of children. This situation is not temporary, it has existed for many months. Nor is it the result of an incomplete installation. In fact, one of the wires has been tied to a chain link fence at ground level with nylon ties.

Of course I already did that On multiple occasions.
This situation is adjacent to my property but not on it.
It is occurring on a City of Richmond- owned utility right of way.
If you are going to allow utilities to use YOUR right of way then you have an obligation to ensure that they do so in accordance with applicable electrical codes.

Sorry, my previous response got away before I was able to finalize it.
The missing points:
1. Improperly installed and maintained utility lines have been a recurring problem at this location at least as far back as 2010. It has been previously reported to the utility companies, the City of Richmond Department of Public Works, the State Corporation Commission, and most recently my city councilwoman.
2. This situation is occurring in a City of Richmond utility right of way easement. In the same way that the City requires that citizens comply with electrical codes when building and remodeling their homes, it should require that utility companies do the same when installing service lines on property which is directly under City control.
