If these violations are observed by the public it is best to immediately contact the Surfside Police Department non-emergency number at 305-861-4862, so an officer may be dispatched at the time of occurrence.
Surfside Police Department Officers have initiated on-going checks of the Beach and surrounding area on each patrol shift for all Ordinances and violations of Law.
Persons found to be in violation of animal Ordinances on the Beach are informed of the Ordinance, warned that future violations will result in a Citation, and instructed to cease the activities they are engaged in and remove their animal from the beach. If repeat violations occur the violator may be cited for the violations observed by officers. However, if the animal is determined to be a Service Animal then the owner is permitted to have the animal on the beach.

As the Police Lieutenant said when you see the "violation" call the non-emergency police number and they will dispatch someone. I have seen an officer on the beach before talking with someone.
One cannot know someone's circumstance by appearances. One can only make assumptions.
Take appropriate and useful steps to create a change.
