Trash Dumpsters are being emptied at very early hours of the morning. Although I appreciate a clean downtown, the dumpsters create very loud noises as they are picked up, emptied and set back down. The noise can be heard throughout the residential district. This morning, 09/26/2016, dumpsters were being emptied at 4:45am. I believe sunrise was at 7:25am. I don't believe the amount of noise or the time at which its' being created is adhering to our Village offensives noises ordinance. This is not an individualized event but rather a reoccurring one.
130.02 OFFENSIVE NOISES.
(6) Removal of solid waste. The creation of noise audible more than 50 feet from the source of the noise in connection with the removal of solid waste from any premises, except during the period that begins one hour prior to sunrise and ends one hour after sunset.

As a follow up to this concern, the village has contacted its wastehauler to make sure that dumpsters are not serviced within the village until at least 7:00 AM. The response from our contractor is below:
Good morning Charlotte,
The container behind the Village offices isn’t being dumped until after 7 am. I have also alerted our commercial folks that they should not be dumping front load containers in the Village until after 7 am. Please let me know if you have any questions and have a very pleasant day.
