Let's see how many weeks this illegal dumping can be reported before the condo's (projects???) are required to use a dumpster/garbage cans/receptacles. This is a society.

Sec. 30¾-1. - Solid waste to be enclosed or removed.
No person shall place or leave any solid waste, bulky waste or mixed solid waste in which insects may breed upon any premises or curb in the city, unless such waste is enclosed in a receptacle that is secure and acceptable to the director of the department of public works or his/her designee. The receptacle must be closely covered so as to prevent insects and vermin at all times, except when the waste is being placed in or removed from it. Solid waste must not be kept upon any premises in the city for more than seven (7) days, and not placed on the curb longer than twelve (12) hours before collection. For the purposes of this chapter, solid waste shall mean any material that is discarded that needs to be handled in a safe environmental way. Failure to comply with this section shall constitute an offense with a penalty up to the maximum amount authorized by state statutes or this Code per day that the violation continues.
