No, that is not what the message above conveys. This complaint was closed out because staff indicated this has been resolved. We only need more information if the issue you reported was not actually addressed. In some circumstances, staff may repair one issue and find later that there was more than one issue to repair at one location.

Sure sounds like what it says. By the way, I drove through that intersection yesterday, and it has not been fixed. The green light is not visible from the other side of the overpass.
