I tried to call before and they asked me if they were bothering anyone. Its like they dont care that the owner isnt keeping them on a leash or behind a fence

So were they bothering anyone, you? Animals at large is against the law and apparently ICAC needs to be reminded of that. If their dispatch is not addressing the problem call back and speak with the director. You need to advocate for yourself and your well being as well as for the loose dogs.

LPD can and does write tickets for lose dogs if they have the address where they belong. The Genesee Neighborhood also has a Community Police Officer that patrols this area.
