Sounds & looks like a property-owner issue, not County. I'd either talk to owner or renter, or at least get a pole saw and cut whatever can be reached that's hanging over fence into your yard. Just sayin' . . .

Thanks for your comment antelope. I have contacted property management 3 times already since the beginning of August, nothing has been done. I thought reporting to 311 was my next option, based on your comment I guess not. Thanks for you suggestion, we have already trimmed back what we could from our side.

Yeah, too bad nobody has taken care of that for you by now. Whoever's property management you contacted - doesn't sound like they know how to have that problem fixed, or care to. Since the County 311 has logged your incident, maybe they can help or intervene somehow. I was just trying to share a solution that I have had to apply occasionally (pole-saw/extension-clipper).
