Yep, the city of Oakland Public Works folks have their work cut out for them. City office officials behind desks need to also pressure the city (council) to make a fine that sticks. Dumping and caught, fines starts at $5000. Can't pay, 500 hours of community service doing city-wide cleanup. Hopefully this will get passed on from Public Works to those who are in power to make those decisions. Enough is enough.
