This is essentially a signalized cross-walk for the ice skating and city park complex on the opposite Beech street. Timing requires a certain amount of time for pedestrian traffic to cross the two bike lanes and the two vehicle lanes. One fix to shorten required crossing time would be to shorten the crossing. The city has done that with a bulb out on the Beech St side and could do more if it provided for a protected intersection with segregated paths for people on foot, on a bike, and in vehicles.

Pretty obvious that the originator doesn't live in the neighborhood and know that it's a major crossing for people to get to the city facilities in the neighborhood.
