Perhaps the cameras on the traffic lights on High Street recorded the vehicle with this blue fiberglass boat.

If you are able to get a license plate number when you see this type of activity, you need to call the OPD Non-emergency number...(510)777-3333, tell them this is IN PROGRESS. They can have an officer respond if available....and yes, the person who is doing the dumping, CAN BE CITED.
