Description

Illegal dumping. Accumulation of garbage on the curb, being collected here and partly hidden by cars that get parked here to obscure the problem. There is a man living on the street at this location in a chair. The individual needs help from social services. And his "living" area is quickly becoming a public health hazard of accumulated garbage.
