Personally I have no idea when you're seeing speeding along Grand Ave. Between Blatchley and Atwater it's nearly impassible and school hasn't even started yet!

good point, @Tech75: i mean specifically between Mill River and State Street. There are small windows of congestion, but the majority of the time, particularly nights and weekends, the street doesn't have enough traffic, intersections with regularly timed stoplights, or obstacles to keep people slow.
