Definite detriment to local community. Issue warnings, then issue fines if trash cans continue to be left out to impede pedestrian travels on public sidewalks. Some one gets hurt, property owners could be on wrong side of litigation. Something to think about.
Why has no action been taken? Where is DC Public Works supervision and enforcement of this? I'm sending an updated photo taken last evening (Tues - August 23. It should also be noted that there are others just around the corner who think that it's acceptable to leave bins out on the public sidewalk 24/7.
