Black Ford Ranger Pickup Truck has been parked on the hill across from 15 Russell Street for several days only moving for a short period of time.
A cinder block is holding the truck in place and when the truck moves...the driver leaves the cinder block in the street and then backs into it when he returns.
The apartment building where he either lives or is visiting has a level parking lot. This seems like a safer alternative then parking a vehicle on the hill with a cinder block holding it in place.
