I called this in after reading the post, it would be more effective if the person who witness it called, you can then post to alert others and to have a record that it was called in. In the post you could mention it was called in. When in doubt called the police 203 946-6316, This site is not monitor 24/7 by city departments and some may hardly ever monitor. So if it is a safety issue use the phone.
