Cars are constantly parking off the street surface into the ditch. Ruts are often created by these parked cars. The Topeka Police said they could not do anything about the parked cars since there is not a curb. I thought it was illegal to park anything on an unapproved surface? This makes it very difficult to maintain the ditch.
