Description

There are 4 or 5 recycling bins here that are filled with garbage. Because they are filled with garbage they have never been emptied. They are by a house that is vacant so perhaps they should just be removed. At a minimum they should be emptied into the garbage because they have bags with dog feces in them and are hazardous to children in the neighborhood and smell bad.
