I live on Kinnaird St. Are you the people on the other side of the block who are always outside making HUGE amounts of noise, with the kids who never stop screaming? Looks like it based on that picture! I hear you from my apartment every other evening. It's incredibly annoying. Not to condone what your neighbors are doing but if you're the people who make so much noise, I can understand why your more immediate neighbors don't like it.

No, that's not us. We don't have kids (yet). Totally understand that living in close quarters with your neighbors isn't always ideal in terms of noise. However, I strongly recommend the best course of action is to just go over and politely chat to your neighbor about your concerns/issues. Generally people respond better to directness than passive aggressive behavior.

Our neighbor has not done that and refuses to chat with us in person. Just calls the police on us every time. Other times they have sprayed us with water as we're eating, or blasts music by turning they're speakers in our directions, spotlights us with lights and once even barked at us!!

This is not an inspectional services issue.
