Safety issue what should have been called in, then posted, and in the post mention it was called in. I called after reading the post, hopefully no one was hit by a car as a result of it not being called in when it was first noticed. The number to call when in doubt is 203 946-6316 and if no answer call 911 and tell them 203 946-6316 did not answer.
This is a concurrent pedestrian crossing, meaning that when the ped signal activates, vehicles in the right-hand lane of Whitney Ave can make a right turn onto Trumbull St but when doing so, must yield to pedestrians. There is also a Turning Vehicles Yield To Pedestrians sign at this approach.
The number for the Signal Division is 203-946-8080. If someone doesn't pick up, a message can be left, which gets checked regularly. Defining what is and is not an emergency is key.
Generally speaking, if traffic signals are completely out, that is considered an emergency and should be treated as such. If, on the other hand, signals have switched to the default, meaning, if traffic signals are flashing red or yellow, independent of the size of the intersection, this should not be called in to 911, as the intersection is still being supported by working signals. The traffic signal control center is set up to identify and notify the team if signal control has been compromised. Using See Click Fix is also encouraged, as it's another layer of eyes but as XYZ suggests, if an emergency does occur with traffic signals, it's always good to call first and then report that you called on SCF second. Otherwise people will not know that it was called in and will continue to do so.
