This homeowner had a heaved driveway. He dug down to see what the problem was and there was a broken pipe underground causing all the problems. Rather than hiring a plumber to come and actually correct the underground leak, he simply blacktopped over the water leak! We all pay for this as the leak is before the owner's water meter! Who would do this???
