Opis

Residents who dump Herr constantly have been reported before. Culprits include 407, 405 Upshur, 4116 4th & 4112 4th where contractors have learned to dump their debris here because they see everyone else do it. Stop wasting DPW resources & taxes. Fine & educate these illegal dumpers. The complacency makes a almost nice street look trashy.
