This situation was previously reported to the Department of Environmental Management and in response, an inspection took place on 6/9. During this inspection, the property in question was found in violation. A Notice of Violation has been issued and was sent on 6/10. Upon a second inspection this week, our department has noticed additional work that has occurred. Numerous attempts have been made to contact the homeowner, but so far have been unsuccessful.

My neighbors workers used sledge hammers to bring the wall down late evening yesterday. However no attempts have been done to remove blocks & concret from wetlands. How long is this going to take? He has encroached on my property with debri.

When a Notice of Violation is issued, the individual is given 14 days to respond. Any environmental damage will be assessed after the wall is removed.

Today is the eve of Monday June 27th, Notice of Violation was issued and sent on 6/10/16. It has been more than the 14 days and I'll bet you have not received any response from Mr. Dhaliwal. The seawall debris is still lying in the wetlands with no attempt to clean up this area. What is your department's next move to clean up this violation?

The homeowner was contacted and the situation was discussed. The individual is currently in the process of obtaining the proper permits from Development Review Services and will be utilizing the existing materials/debris left from the original wall. The homeowner was informed that the new retaining wall will need to be located closer to the house than the wall that had previously been started. A letter has been sent to the homeowner summarizing the discussion and instructing them to notify the Water and Navigation department once the permit was received and the debris was removed/re-purposed.

The issue you reported to Pinellas County has been resolved by the Pinellas County Environmental Management Department.

Dear Watershed, The debris of concrete blocks still remain in the wetlands of my neighbors property and mine. I have not been informed of any resolution or seen any progress that would cause me to close this issue. We complied with Watershed employees who set the flags on our property of the line to follow when we installed our sea wall. What border is our neighbor going to follow? How long is Water and Navigation Department going to wait for the permit to show up? Is there selective enforcement of the wetlands for this case? Or is our neighbor going to follow the same rules we had to comply with? Awaiting your response.

The Environmental Management Department has completed the necessary enforcement related to the applicable Environmental Management policies and regulations.
