That is why Yale use to have that little glass box for smokers....They should of left it that way.

I'm also not too sure about the legality of the Hospital's designation. Is it a public sidewalk? Or not? How does the Hospital get to decide what passers-by can or cannot do on a public space that happens to be near their buildings? If it's public space and smoking is legal outdoors in public, can a smoker just tell them to mind their own business? Can I tell people in front of my house to stop doing something I find obnoxious? Can I call the police about it?
Anybody have answers to these questions?

@Brian , one cannot loiter in front of another persons house , he/she or they would either have to live there , know somebody who does , or be waiting for a bus , of course the bus comes on average every 20 minutes so residents who have someone in front are hoping that they do get on the bus and vamoose.
i gather that a smoker who is continuously walking down the street would have no problem , elongated,perpetual smoke breaks by employees is probably a bigger issue .
Smoke entering air vents and ducts is a bigger issue, cars and trucks idling is yet another

Hospital administrators can take care of this.
