I understand and am familiar with the problem. I think they give the cops free coffee.. not only do the trucks idle, but everybody parks all over the place,, and they obstruct the bus stop that is there too. The police and fire department park in the bus stop while shopping in the store.. then the trucks too.. The staff have been very disrespectful,, like they think they own the block. So now they just run you around??
Can you take some good photos of specific vehicles that are parked illegally? That is helpful.. the cops and fire dept staff used to get so angry.. haha but they did move.. the fire dept vehicles are allowed to park where the fire hydrant is.. that's their special spot.
You can also talk to your alderperson, who probably gets free coffee too.. oh, wait.. I think he was that fireman who owns that building.. You know?

Be careful when taking photos.

I'm always careful. I got my camera right out,, right in their faces,, and even asked them to smile for the camera,, so I could send it to their boss.. hahaha Be careful, yes,, don't be cowardly
