I noticed that as well. What I can't understand is why the Houston Police Department tolerates this activity, not just the so-called "homeless" occupying public property, but also aggressively panhandling at freeway interchanges, and blocking traffic as they walk from lane to lane of traffic. Why are our police so intently interested in sustaining their illegal and unsafe activities? That's what I would like to know.

The city needs to enforce the codes and ordinances regarding, loitering, and camping in public enforcement can include such things as new signage, enforcement and continued efforts of outreach programs. This this a 311 matter as well as HPD.

Once again, I ask why is this case being closed when the problem has not been resolved. This situation is highly suspicious. What is the connection between the so-called "homeless" that violate the law, and the Houston Police Department that constantly looks the other way while they violate the law?
