Opis

There are two bery old streetlamps located between 3879 and 3901 Balfour Ave. on a hidden staircase. The upper lamp flickers on and off every two minutes. It appears that the lamp overheats and then shuts itself down.

When the light is out the staircase is completely pitch black and it is very hazardous. We have lived here 20 years and have never had a problem like this before.
