The garbage can at the 10th ave entrance to Bella Vista park is overflowing AGAIN! This is at least the 4th time I've reported this issue and many many more unreported. I was told this can was supposed to be emptied every day (which seems more than necessary, actually). We are lucky if it is emptied once or twice a week, and many times it goes much longer. It always then leads to additional illegal dumping because it's seen for what it is: a dump.
