Provisions of the City's Noise Ordinance go into effect at 11:00 p.m. You are taking the correct action by alerting the police as this occurs so they can investigate in real time. i reopened to comment because i disagree with the City response that the noise ordinance takes effect at 11pm. there are decibel levels that apply before 11pm and i refer all neighbors who are being adversely affected by the nightly band practices to read through all of the ordinances as they apply to sound and noise. a call to 911 by more than one person to report excessive or unnecessary noise at any hour of the day or night should be covered by ordinances 12-5003 through 12-5011.

Thanks for the reference to the ordinance. On the livability index, Noise Pollution in Raleigh could use some attention. There are fireworks, booming car radio's, and those little motor scooters that sound like a sewing machine on steroids. I say let those guys skip the helmets and let's build them a race track. OMG. Then there are those people who are blowing trash into the storm drains with those loud phallic things. Yes - these are some of my nominations for Raleigh's version of the Darwin Awards. Even with my impaired hearing, I can still hear all of this racket. HELP, HELP. Help. Raleigh City Council, please could we revisit the noise ordinances.

All the info above is correct. The noise ordinance is effective at all hours of the day, and any noise, even if it does not meet the decibel standards of the code, can be a violation if more than one complainant files against it. It is also correct that the more stringent standards of the code go into effect at 11 pm, reflecting the fact that a certain level of noise will happen in a city during normal waking hours as long as it is not excessive. We have referred this issue to the SE Police District, and they will continue to keep an eye (and ear) out for it, but please contact the district station directly at 919-996-4455 when the disruptive noise is happening if you wish to file a complaint. Please note that officers always try to be respond ASAP, but often more serious crime issues and the limited number of officers on duty at any one time might not result in immediate response in certain circumstances.
