We cannot install a bike rack on the block of 900 Chapel, as the publicly owned sidewalk is outside of the overhang of the building - which does not provide enough sidewalk width for install. That doesn't mean a racks can't be installed under the overhang, it just means you'd need approval from building management to install. If you can obtain approval to do so, we would be happy to supply inverted u-racks for free - we just wouldn't be able to install/maintain them.
