Driver of vehicle DC tag C-76914 being used by flag man working for contractor DCI placed orange cones blocking 3 parking spaces in front of 910 M Street NW. There is and has been no posting of temporary no parking signs. Residential Parking is in extreme short supply and other properly posted temporary no parking signs on the same block already reduced limited parking by 4 spaces.
